At the end of this discussion, there are two ways in which states can improve people's access to basic rights.
Through direct state aid, the aim is to strengthen community institutions through government intervention and public policies focused on solving specific problems. This is seen through the provision of infrastructure, state health systems, investment in public education, etc.
Through individual empowerment, the aim is for the state to provide resources to people so they can improve their quality of life. This is seen through vouchers or cash checks to individuals and/or families, scholarships, the creation of state jobs, etc.
